Developers call for procedures to secure title deeds to be speeded up

These matters were discussed during a meeting between a delegation of the Cyprus Land and Building Developers Association and the deputy director of the Department of Lands and Surveys. In a statement later, the association said they highlighted the delays in issuing title deeds on immovable properties. 

To expedite the process, the developers propose that the procedure for title deed issuance commences once the shell of a building has been completed. This would, however, necessitate amending the relevant law. 

For its part, the Department of Lands and Surveys said it was making changes to various procedures, such as that private surveyors undertake the responsibility to ensure that a title deed is issued at the latest within three months after the date of final approval, provided that all required certification is submitted along with the application for a title deed. 

The developers mentioned other difficulties, for example, that under the current rules where a title deed is pending on a building, users of the building are able not to payfor the utilities, letting the builders or owners pay instead. 

The association also stressed the need for full digitization at the land registry, allowing for faster and better-quality service. Association head Michalis Hadjipanayiotou noted especially the need to digitize all stages relating to the completion and sale of a property, such as electronic verification and payment of dues in the case of property transfers. “This would positively impact the market as a whole, doing away with red tape and time-consuming processes,” the statement said.
